The Ergon Energy Network and Energex Reset Reference Group (RRG) has been established to facilitate customer and community participation in the 2025 regulatory process.
It will ensure we work in partnership with stakeholders, customer and community representative groups to effectively engage on the process and technical development of our respective regulatory proposals.

Robyn Robinson
Non-Executive Director and Energy Policy Advisor
COTA Queensland(Chair)
Robyn is a non-executive director and energy policy advisor with Council of the Aging (COTA) Queensland. Following a 30-year career in the electricity industry in Queensland, Robyn is currently serving her third term as a member of the AER’s Consumer Challenge Panel.
As well as representing COTA Queensland in a number of energy advisory committees in Queensland, Robyn represents COTA Australia in the AER Customer Consultative Group, and as a member of the National Energy Consumer Roundtable.
Gavin Dufty
Manager Policy and Research
St Vincent de Paul Society
Gavin has worked in the social services community welfare sector for over 30 years. In his current role he undertakes social research, policy evaluation and advocacy with a specific focus on essential gas, water and electricity services.
Gavin is also a consumer representative of a number of industry and government committees including: Yarra Valley Water community advisory group, Victorian, NSW electricity and gas distribution company consultative committees, member of the AER and ESC customer consultative groups. Gavin is also a Board member of Energy Consumers Australia.
Mark Grenning
Director of Policy and Regulation
Energy Users Association of Australia (EUAA)
After a 30-year career with Rio Tinto, with the last 7 years as the global advisor on electricity and gas supply to its operations, in 2016 Mark took up the position at EUAA, an advocacy group for medium to large energy users.
His work includes advocacy to all energy market bodies and governments on electricity and gas matters and membership of many network consumer consultation forums that engage on AER network revenue resets. Mark is a member of the AEMO 2024 ISP Consumer Panel and was a member of the 2022 ISP Panel.
Frank Edwards
Industry Engagement Manager
Capricorn Enterprise
Frank is responsible for building strong partnerships between Capricorn Enterprise and its industry and government stakeholders through engagement, innovation, industry training and facilitation of infrastructure and business investment initiatives.
During his career, Frank has undertaken a range of senior engineering and leadership roles spanning research and development, major projects, consulting and academia. In these roles he has developed innovative projects and businesses within the communications, energy and education sectors.
Neil Horrocks Independent Consultant
Neil Horrocks has more than 30 years of energy industry experience across the electricity and gas sectors including roles in retail, distribution and asset management.
Neil is passionate about innovation that drives our energy transformation and is highly experienced collaborating with industry and academia in this pursuit. Neil is particularly interested in the opportunities that our digital world is creating to optimise the transition and has driven projects in big data energy analytics, gamified behaviour change and optimised load control projects.
Neil currently is the Networks Program Leader for RACE for 2030 where he explores new opportunities for customer participation in tomorrow’s electricity sector. Prior to joining Race for 2030, Neil has held roles as Director of the UQ Research Centre for Energy Data Innovation, CEO of Brisbane Sustainability Agency and Major Project Manager (Demand Management) at Energex).
